I had a personal experience, in that my father-in-law was being held for a very violent crime. Amazingly, he was released on bail and even allowed to leave the state to visit with family. It really is all up to the judge/magistrate hearing the case.
It depends entirely on the judge and whether or not he can be convinced that there is NOT a risk of the person running if they are allowed out of jail on bail.
