Bail is not a right. It can be withheld when there is good cause (usually for crimes like murder) and there is no one to provide bail if you cannot raise it yourself.
You have confusing terminology. Generally, a juvenile is not accused of a crime. A juvenile is accused of being delinquent by committing an act that would be a crime if committed by an adult. If charged as a juvenile, there is no right to bail. The court will either allow your temporary release or order you confined. If charged as adult, then you do have a right to bail.
Yes, Bail is a right. Excessive bail and cruel and unusual punishment in unconstitutional. You can not be brought before a judge without a lawyer. Say nothing but that you want a court apointed lawyer and shut up.
